Roberts' Papers Mysteriously Vanish From National Archive? WTF?

According to this article, a file relating to Supreme Court Nominee John Roberts' work on affirmative action while he worked for the Reagan Administration are missing. Two unnamed lawyers who work for the Bush, Jr. Administration, one who works for the White House Counsel and the other for the Justice Department, looked at the file in late July. The file has since disappeared from the Ronald Reagan Presidential Library, a National Archive located in Simi Valley, CA. The file can be reconstructed, but it will take "awhile."
An honest mistake? By trained archivists who work for the National Archives and Records Administration? Spokespeople for the Bush, Jr. Administration can call this a simple "oops" all they want, but I want an explanation for this. Did Nixon's people just "lose" that 18 1/2 minutes of tape? What was in that file? It could be nothing, but the circumstancs under which it has been lost are highly suspicious. If the Democrats in the Senate let the Bush, Jr. Administration get away with this, they might as well disband the party.
