Rome Bans Goldfish Bowls, Thrice-Daily Dogwalkings Mandatory

It appears that Rome has lowered its murder and homelessness rates to the point that the City Council had enough time to pass two measures banning goldfish bowls and making dog walking mandatory. It must thrill the homeless to know that the City Council thinks more of goldfish and dogs than the suffering of humans. Does anyone know how to say "asshat" in Italian?
